Job Description

Job Summary

Reporting to the President National Council, the EO will enable, support, and realize the achievement of the NC’s objectives by providing leadership to the programmes of the Council, Central Institutions, Jamati Resource institutions, and other institutions under the NC, ensuring that the Jamat – the ultimate stakeholders benefit and derive value from NC’s endeavors. This includes identifying, planning, synthesizing, and implementing programmatic activities. The incumbent will advise the NC on strategic policy issues, demographic trends, Jamati needs, Jamati perception, and other relevant matters and will coordinate and maintain close liaison with other Constitutional Bodies, Jamati Resource Institutions, and Aga Khan Development Network (AKDN) institutions, both national and international. The EO will ensure general management and administration of the Council, including human resources, planning, budgeting, financial, and other resource management, ensuring that continuous improvement, efficiency, and effectiveness are realized within the institution.

LOCATION

The position is based in Karachi and requires frequent travel across the country.

GENERAL RESPONSIBILITIES

  • Administration & Support: Responsible and accountable for the planning, organization, management, implementation, control, and administration of the Council’s operations in keeping with the directions received by the President while liaising with the Department of Jamati Institutions (DJI) as and when needed.
  • Performance Monitoring: Monitor the outcomes achieved from all activities governed by the NC to ensure progress and achievement of goals and targets, while maintaining the quality of the programmatic outlay. Contribute to the refinement of monitoring tools and mechanisms by ensuring that the Monitoring and Evaluation Frameworks are appropriately developed to monitor programme performance. Apprise the NC on budgetary, and programmatic outcome variances and implement corrective actions to align programmes and activities with stated objectives and strategies.
  • Human Resource Management: Ensure that qualified and competent human resources are attracted, retained, and developed. Regularly review and update the HR manual in line with best practices detailing HR policies, individual terms of reference/job descriptions, performance evaluation metrics, and career / personal development plans. Develop Key Performance Indicators (KPIs) for various departments that are translated into individual KPIs that facilitate a clear understanding of responsibilities and enable a performance culture.
  • Finance: Oversee the annual/ half-yearly/ quarterly budget reporting and process and manage financial resources within budgetary guidelines.
  • Central Fundraising: Contribute to fundraising planning and implementation, including identifying resource requirements, establishing strategies, and submitting proposals while administering fundraising records and documentation.
  • Institutional Collaboration: Facilitate communication and collaboration with Central Institutions, Portfolio Members of NC, Jamati Resource institutions, and AKDN institutions to address the collective needs of the Jamat and the goals of the Council. Establish liaison and rapport with Ismaili Tariqah and Religious Education Board (ITREB), Conciliation and Arbitration Board (CAB), and Grants and Review Board (GRB) with a view to extending support and enhancing coordination.
  • Community and Public Relations: Contribute to strategic policy issues, Jamati needs, and perceptions, while exercising executive functions and authorities as may be delegated by the Executive Committee of the NC from time to time. Ensure that the NC and its affiliated institutions’ mission and services are consistently presented in a strong, positive image to multiple stakeholders.
  • Statutory Compliance: Ensure that the Legal vehicles made available for all Jamati Institutions are meeting the regulatory compliances including taxation and reporting.
  • Data Base and Information Technology: Oversee Information Technology (IT) related operations. Establish IT-specific policies/ goals and systems/ infrastructure to support the implementation of institutional objectives. Liaise and collaborate with IT vendors for solutions, and negotiate contracts with vendors and service providers for installing new/existing technologies.

SPECIFIC DUTIES

1. Short- and Long-Term Planning, Programming, and Budgeting:

  • Coordinate preparation of the annual objectives and strategies (O&S) of the Council and Central institutions, affiliated Jamati Resource Institutions (JRIs), Portfolios, Regions, and Projects.
  • Analyse and consolidate the budgets in collaboration with the Finance department for submission to GRB, ensuring the implementation and monitoring of such O&S and budgets.
  • Proactively monitor financial performance and recommend corrective actions to budgetary goals and objectives.
  • Develop a multi-year rolling forecast of annual fundraising initiatives and programmatic expenditures.

2. Financial Resource Management & Oversight:

  • Prepare annual budgets, half-year reporting, and other financial reporting as well as ensure that NC fulfills its constitutional, regulatory and legal obligations while identifying risks, and recommending ways to mitigate them.
  • Oversee the annual objectives and strategies of all programmes. Manage financial resources within the budgetary guidelines and in accordance with current laws and regulations.
  • Maintain financial control and discipline with the assistance of the Head of Support Services over the Council, Central institutions and portfolios, and Jamati Resource Institutions finances, including all expenditures and funding for programmatic, operating, and capital investments.
  • Control all fixed assets of the Council and ensure their regular maintenance.
  • Support fundraising activities.
  • Ensure regular and rigorous analysis of the financial status of all programmatic, operating, and capital investments.

3. Human Resource Management:

  • Exercise direct supervision over all NC staff through the HR department and address all aspects of human resource development, including matters of compensation and benefits.
  • Review the recruitment, training, development, performance evaluation, promotion of staff, and, as necessary, the realignment of staff and staff functions.
  • Advice on the proper deployment of staff so that the work programmes of the Council are conducted effectively and efficiently and any capacity is used to further the NC’s objectives.
  • Conduct periodic staff meetings to seek ideas for improving institutional effectiveness and efficiency.

4. Information Resource Management:

  • Collaborate with the Councils and its sub-institutions on the short-and long-term management information and reporting needs in the areas of social governance, Jamatkhana development, and institutional strengthening.
  • Supervise the design and use of management databases and reports, including rigorous data analysis.
  • Analyze information across institutions and programmes to assist the NC in formulating new and course-correcting the existing policies and strategies.

5. Reporting:

  • Review reports, including mid-year reports, year-end reports, end-of-term reports, and all other reporting requirements.
  • Monitor and communicate to the Executive Committee the performance of all activities governed by the NC to ensure activities are on schedule, directed towards objectives, and delivered within the approved budget.
  • Ensure all reporting is conducted within set quality and ensure its timely submission.
  • Prepare such technical papers, proposals, and reports as the Council may direct from time to time.

6. Oversee Regional Committees:

  • Oversee the operational model of Regional Committees across the country including their setup, and execution and act as a liaison point between Regional Councils (RCs) and NC on key topics as well as develop a set of tracking and reporting tools to monitor RCs effectiveness.

7. General Management and Administration:

  • Ensure that all activities of the NC are in accordance with the Ismaili Constitution.
  • Assist the NC in ensuring smooth and efficient operations of all functions of the Council.
  • Undertake other duties and responsibilities as may be required by the NC from time to time.
  • Ensure confidentiality of all matters relating to the Council and its operations and safeguard all documents, files, and records of the Jamati Institutions.
  • Ensure that the programmes and activities of the Council and its institutions are directed towards the approved objectives.

Job Specifications

Professional Experience

  • Candidates should have developed professionally through progressively responsible management experience of at least 5-10 plus years in a complex medium to large organization.
  • Jamati institutional and volunteer experience would be a significant asset.

  • Processes including the understanding of working within the voluntary leadership; must have a strong passion to make a substantial contribution to the progress of the Jamat and its institutions.
  • Familiarity with and empathy for the Jamat, including cultural diversity within the Jamat.
  • Candidate should have the ability to deal with confidential matters discreetly and should approach executive responsibilities with the highest degree of personal and professional integrity, empathy, and sensitivity.

Academic Credentials

  • Master’s degree or equivalent from a nationally or internationally recognized university, preferably in Management / Finance or related fields.
  • Professional qualification in project management, data analysis, HR, and/or accounting/finance would be an asset.

Language Proficiency

  • Strong communication skills in English and Urdu (both spoken and written).

Work Schedule

  • Six days (Monday – Saturday). Willingness to work beyond normal working hours and extended travels within Pakistan.
