Job Title: Country Manager (CM)
Programme Name: Europe Settlement Programme (ESP)

Job Purpose
Using a case-based approach, the ESP aims to accelerate and strengthen the settlement of the Jamat in Portugal by offering tailored plans for each family.
Effective settlement requires access to various support services including obtaining legal status, securing adequate housing, acquiring language skills, economic upliftment, sound mental health, early childhood development and academic performance.
The Country Manager will manage a team of volunteers, to help strengthen the impact of the work of the National Councils of Portugal relating to the settlement of the Jamat in Europe. The successful candidate will be responsible and accountable for managing the day-to-day activities and reporting on the activities which are part of the Europe Settlement Programme.
Major Duties and Core Responsibilities
Programmes
- Oversee activities to ensure that programme objectives are met effectively, in a timely manner and within the approved budget.
- Develop strategic alliances and collaborations with Government, UN or NGO partners.
- Manage relationships with internal service providers (the Council Boards and Portfolios) and coordinate activities with their designated respective leads to ensure effective delivery of programmes and services.
- Monitor national and regional trends and various country policies related to resettlement.
- Research best practices in settlement and apply the applicable strategies to the ESP.
- Develop proposals and budgets for approval.
Operations
- Manage the day-to-day activities of the volunteer Case Workers and Resource Officers.
- Provide monthly consolidated reports on programmatic activity.
- Prepare monthly financial reports and manage the accounting of expenditures.
- Formalize appropriate policies, processes and supporting documents to support the provision of services and financial aid to beneficiaries.
Team Management
- Effectively manage the volunteer human resources.
- Administer approved policies relating to personnel and external consultants, including oversight related to the code of conduct of personnel and consultants.
- Facilitate training and capacity building for volunteers on different components of ESP.
- Manage, motivate, and evaluate volunteers.
Desired Qualifications
Essential
- A professional qualification, or a graduate degree either in social sciences, community development and/or international development.
- At least three years’ experience in senior management within an NGO setting preferably with international exposure to issues related to settlement as well as strong administrative and management skills.
- Experience in planning and managing budgets.
- Superior written communication skills to create a variety of documents, including briefing notes, plans, procedures, executive-level correspondence, reports and proposals.
- Fluent in the Portuguese and English language.
- Excellent oral communication skills and the ability to effectively represent the unit with various governmental entities, NGOs and other external stakeholders.
- Willingness to travel domestically as required.
- Creative approach to problem solving.
