Aga Khan Academy, Hyderabad signed a tripartite Memorandum of Understanding with Mahbubnagar District Collectorate and Centre for Digital Financial Inclusion (CDFI) to launch the Benefit Entitlement Tracking Solution (BETS), a digital pilot project to track the delivery of benefits to 45 Anganwadis or rural mother and child care centres across Mahbubnagar district in Telangana. Mahbubnagar is one of the 250 most backward districts in India with the highest rural population of 89% in Telangana as per 2011 census data. 

Before signing the MOU, a field study of 15 Mahbubnagar Anganwadis centres (AWC) was conducted by the CDFI and Aga Khan Academy at the request of District Collector Ronald Rose in early September that identified the challenges and needs of the process in the areas of governance, service delivery and inventory management.

BETS is a citizen-centric, digital innovation that aims to streamline and modernise the delivery of services, curb the shortage and undue wastage of food and resources, and monitor the Anganwadis in real time with a standard tracking system that eliminates duplication of information. The pilot project will provide induction training to Anganwadi Centre workers and helpers in order to equip them to effectively manage their centres and serve more women and children. It will bring about a paradigm shift in service delivery mechanisms and transform the Anganwadi Centres into pre-school learning centres, facilitating the physical and mental development of children.
