The National Council for the France is recruiting for the position of Belgium Country Manager within the European Settlement Programme (ESP). Deadline for applications is 29th April 2022.

This is an exciting opportunity to work in the humanitarian and social development field and to make a difference in lives of refugees and asylum seekers in Belgium. Since 2015, our Jamat has welcomed Murids from Afghanistan and Syria as they try to re-build their lives after leaving extremely difficult situations. Using a case-based approach, the ESP aims to accelerate and strengthen the settlement of the Jamat in Europe by offering tailored plans for each family. The National Council for France is strengthening a team in Belgium to work, hand in hand, with the Jamat, the Jamati as well as external Institutions to engage in this life-changing work.

Country Manager:

Based in Belgium and reporting to the Europe Programme Director, the Country Manager will lead a team of professionals and volunteers who will design and implement programs and support tailored to each family’s particular needs in the key priority areas of national language learning, education, training and employment, with an aim to make an intergenerational impact. 

Major Duties and Core Responsibilities

  • Oversee activities to ensure that programme objectives are met effectively, in a timely manner and within the approved budget.
  • Develop strategic alliances and collaborations with local government or NGO partners.
  • Manage relationships with internal service providers (the Council Boards and Portfolios) and coordinate activities with their designated respective leads to ensure effective delivery of programmes and services.
  • Monitor national and regional trends and various country policies related to resettlement.
  • Research best practices in settlement and apply the applicable strategies to the ESP.
  • Manage the day-to-day activities of the Case Workers and Resource Officers.
  • Provide monthly consolidated reports on programmatic activity and financials.
  • Formalize appropriate policies, processes and supporting documents to support the provision of services and financial aid to beneficiaries.
  • Effectively manage and motivate the volunteer human resources.
  • Facilitate training and capacity building for volunteers on different components of ESP.

Essential Qualifications

  • A professional qualification or a graduate degree either in social sciences, community development and/or international development.
  • At least 5 years’ experience in senior management as well as strong administrative and management skills.
  • Experience in planning and managing budgets as well as leading teams for high performance.
  • Superior stakeholder management skills as well oral and written communication skills to create a variety of documents, including briefing notes, plans, procedures, executive-level correspondence, reports and proposals.
  • Fluency in English language
  • Ability to effectively represent the unit with various local governmental entities, NGOs and other external stakeholders.
  • Willingness to travel domestically as required.

Desirable but non-essential qualifications

  • Fluency in French or Dutch language
  • Experience within an NGO setting with international exposure to issues related to settlement
