The country lives an eminent situation of public calamity motivated by the existence of the risk of novel coronavírus COVID-19 spread, situation that determined the State of Emergency declaration, through the Presidential Decree 81/20 of 25th March, which was extended for two consecutive periods of 15 days through the Presidential Decree No 97/20 of 9th April and after that a third period through the Presidential Decree No 120/20 of April 24th.

Since there are still reasons that fundament the declaration of a State of Emergency, in particular, the risk of the spread of the novel coronavirus COVID-19 virus in the Republic of Angola;

Taking into account the current local transmission cases, who increase the risk of virus spread in Angola, its recommended the adoption of exceptional measures, including the suspension, in whole or in part, of certain fundamental rights to curb its spread, safeguard life and national stability;

The President of the Republic decrees the extension of the state of emergency and definition of exceptional and temporary measures related to the prevention and control of the spread of the novel coronavírus Covid-19 pandemic.

Concerning the previous Presidential Decree (120/20 from 24th April 2020), these are the main changes presented:
• It is extended the emergency state for another 15 days, between 00:00 of 11th May 2020 and 23:59 of 25th May 2020;
• The violation of the sanitary fence around the Luanda Province, is now a crime of disobedience punishable in the criminal law;
• The benefit of discharge from the working place to people who have under-age to their care it´s only valid for one person, no matter how many under-ages that person has. Which means, that no more than 1 adult from the same household should benefit from this discharge;
• Workers who are working from home, are subject to the availability regime;
• It´s forbidden the suspension of the employment legal relation as long as the emergency state is in force;
• Workers holidays/vacations who are not in rotation regime are subject to a Collective Labor Agreement;
• It’s forbidden all the competition and sportive practices, and the entire competition establishment, formal or informal, must remain closed.

However, it’s allowed the individual practice of sports in open spaces. The individual practice of sports it´s done in social distance regime and the following schedules:
• Monday to Friday: From 05:00 to 06:30 and from 17:30 to 19:00;
• Weekends: From 05:00 to 19:00;

Note: From Monday to Sunday the individual practice of sports must be done in a maximum of 2 Km away from the citizen residence.

• Commercial establishments must determine and post in a visible place, the maxim capacity of people at the same time in the interior of the establishment. The violation of this new rule, determines the closure of the establishment and the criminal accountability of the establishment manager;
• Public markets, formal or informal, and also walking sale, are now authorized 5 days a week, from Tuesday to Saturday, in a period from 06:00 to 13:00. It´s obliged the use of facemasks for the sellers and buyers. Sunday and Monday are strictly forbidden to buy and sell products on Public Streets.
• Collective religious celebrations and cults are suspended in all places of worship. But individual freedom of worship is now allowed in its dimension, in television transmission or through information and communication technologies. The violation of the suspension of religious cults and collective celebrations may result in the suspension of the legal recognition of the respective confession for a period of up to 1 year.
• Domestic workers are authorized to work every day, from 06:00 to 15:00. The employer must create general biosafety condition namely the face masks for their workers;
• The working declaration that attests the worker needs to perform its job during the emergency state must mention the working schedule. Citizens authorized to work during the emergency state, can circulate on a public road until 3 hours after the finish of their job.
• It is now mandatory the use of face masks in public markets, walking sales, commercial establishments, closed spaces of public access, and collective transports. The non-use of facemasks makes it impossible to access the intended place.
• Public and private institutions that are working must guarantee the necessary conditions for the individual protection of its workers and respect the sanitary authorities guidance.
