Due to the increase in contagious positive cases of the novel coronavirus COVID-19, the Presidential Decree declaring the Public Calamity Situation establishes that the fight against the pandemic involves sanitary fences and cordons.

However, it is necessary to clarify the exceptional and temporary rules to which the territorial constituencies under the sanitary fences are subject, which is essential for safeguarding the health and safety of the population.

The President of the Angolan Republic, His Excellency General João Lourenço, decrees that the exceptional and temporary measures to be in force in cases of declaration of provincial or municipal sanitary fences, those measures may be modified in the light of the developments in the epidemiological situation.

INDIVIDUAL PROTECTION MEASURES

  • Mandatory use of a face mask in the following cases and locations:
  • Public street;
  • Markets;
  • Street sale;
  • Commercial establishments, canteens and similar;
  • Enclosed facilities of public access;
  • Public transports;
  • Hairdressing salons, barbers, and beauty institutes.
  • Application of a fine between AKZ 5.000,00 and AKZ 10.000,00 to those who fail to use a face mask;

GENERAL AND CROSS-CUTTING RULES FOR AREAS UNDER A SANITARY FENCE

  • Avoid circulating on public streets;
  • Home enclosure, except for necessary and urgent movements;
  • Ensure special protection for vulnerable citizens, including:
  • Persons aged 60 or over;
  • Persons with chronic disease considered to be at risk, in accordance with the guidelines of the health authorities;
  • Pregnant women;
  • Children under 12 years old.
  • Exemption from the employment of persons who have at their charge children under the age of 12;
  • Prohibit the marketing and consumption of alcoholic beverages on public street for as long as the health fence is in force, under penalty of criminal action;
     

PUBLIC SERVICES

  • Work from 08:00 to 15:00, with 50% of the workforce, reduced to up to 30% if necessary;
  • Public services shall create the necessary conditions for:
  • Staff rotation;
  • Mandatory use of a face mask, compliance with social distance, temperature control of employees and users, and installation of hand sanitization points at the entrance and inside the premises;
  • To keep available workers released from the service, abstaining them from movements for non-essential reasons;
  • Authorize a 100% workforce on the following services:
  • Port and related services;
  • Customs delegations;
  • Defense and security services;
  • Health services;
  • Electronic communications services and media;
  • Energy, water and waste collection;

SPORTS COMPETITIONS AND TRAINING

  • Prohibit the conduct of federated sports training and activities;
  • Limit the practice of individual and recreation sport in open spaces under the following conditions:
  • Through social distance;
  • Every day, but only between 05:30 and 07:30 and between 17:00 and 19:00;
  • Prohibit the practice of individual sport where more than 5 persons are grouped;
  • It is not mandatory to wear a face mask during individual sport;
  • Application of a fine between the AKZ 5.000,00 and AKZ 10.000,00 for the violation of the provisions on individual sport;

GOODS AND SERVICES TRADE

  • Commercial activity of goods and services in general, including in canteens and similar, is from 07:00 to 16:00, subject to the limit of presence of 50% of the workforce and 50% of the total capacity of persons within the establishment;
  • Compliance with biosecurity and social distance rules;
  • Temperature control;
  • Install hand cleaning points at the entrance and inside the premises;
  • Comply with the principles of workforce rotation;
  • Temporary closure of establishments which do not comply with the rules;
  • Fine between the AKZ 100.000,00 and AKZ 200.000,00 for establishments who do not comply with the law.

RESTAURANTS AND SIMILAR

  • Work from between 06:00 and 16:00;
  • Limit the occupancy rate to 50% of capacity;
  • Ensure compliance with biosecurity and social distance rules;
  • Prohibit self-service and over-the-counter food services;
  • Maintain functional take-away services and home deliveries between 06:00 and 22:00;
  • Temporarily close establishments which fail to comply with the rules;
  • Fines can go from AKZ 100,000.00 to AKZ 250,000.00 to establishments who break the rules.

MARKETS, STREET SALE AND HANDICRAFT SALES

  • Open on Tuesdays, Thursdays and Saturdays, in a period from 06:00 to 15:00;
  • Mandatory use of a face mask and observance of social distance for both sellers and buyers;
  • Closure of formal or informal markets where there is a proven high risk of virus transmission;
  • Compulsory use of a face masks by street vendors;
  • Prohibition of informal street markets involving the concentration of persons;
  • Creation of conditions for compliance with the recommended social distance between sellers and between sellers and buyers;
  • Regular cleaning of markets, in particular on Sundays and Mondays;
  • Application of a fine between AKZ 5.000,00 and AKZ 10.000,00 to the street sale carried out outside the days and hours allowed;
  • Imposition of a fine between AKZ 10.000,00 and AKZ 25.000,00 for the purchase of products in the street sale carried out outside the days and hours allowed;

ACTIVITIES AND MEETINGS

  • Limit the maximum capacity of 50% of the room, or maximum number of 50 people indoors;
  • Subject prior to authorization by health authorities to activities with more than 50 persons;
  • Closed space activities and meetings shall comply with the following principles:
  • Mandatory use of a face mask;
  • Compliance with biosafety rules;
  • Observance of a minimum social distance of 2 meters between participants of the activities, meetings and events held in open space;
  • Ensure the availability of a face mask;

GATHERINGS OF PEOPLE

  • Allowed home gatherings of up to a maximum of 15 persons;
  • Limit gatherings to no more than 10 persons on public road, except stops for public transport;
  • Ensuring the intervention of public security forces in agglomerations of more than 10 persons;

RELIGIOUS ACTIVITIES

  • Religious activities are suspended.
     

FUNERAL CEREMONIES

  • Funeral ceremonies with up to 10 participants are allowed and funerals are to be held between 08:00 and 13:00;
  • Permission of up to 5 participants in the funerals of victims of COVID-19;
  • Mandatory use of face mask in funeral ceremonies and social distance;

PUBLIC TRANSPORT OF PERSONS AND GOODS

  • Traffic restricted to 50% of its public and private passenger capacity in urban and inter-urban public transport.

RECREATIONAL, CULTURAL AND LEISURE ACTIVITIES ON PUBLIC ROAD OR IN PUBLIC SPACE

  • MEDIA OUTLETS AND LIBRARIES
    • Operating at 50% of its capacity;
    • Mandatory use of a face mask and social distance;
       
  • MUSEUMS, THEATRES, MONUMENTS AND SIMILAR
    • Operating at 50% of its capacity;
    • Mandatory use of face mask, temperature control and social distance.
       
  • CULTURAL, ART AND EXHIBITION FAIRS
    • Performed without exceeding 50% of the space capacity;
    • Mandatory use of face mask and social distance;
       
  • CINEMAS
    • Cinemas are suspended.
       
  • SANITARY FENCE
    • The sanitary fence is maintained in the province of Luanda until 23:59 of August 9th 2020;
    • It is defined the sanitary fence in Cazengo municipality in the province of Cuanza Norte;
    • For the duration of the sanitary fence, the borders of Luanda and Cuanza Norte provinces shall be subject to health control and the following shall be safeguarded:
    • Entry and exit of essential goods and services;
    • Humanitarian aid;
    • Entry and exit of medical patients;
    • Others to be determined by the competent authorities;
    • The strengthening of health surveillance in neighboring provinces or municipalities is an obligation of the defense and security forces and health authorities;
    • Prohibition of the interprovincial movement of corpses resulting from deaths by COVID-19;
    • Limit of 2 companions subject to prior SARS-Cov-2 testing to the Interprovincial movement of corpses outside the cases of death by COVID-19;
    • Make it conditional on prior testing of SARS-Cov-2 to authorized exits from areas subject to enclosure;
    • Make the working delegations, which are to leave the areas subject to the sanitary fence, subject to the minimum number of members required to carry out their tasks.
       
  • SANITARY FENCE, AND COMPULSORY ISOLATION VIOLATION
    • The violation of the sanitary fence and the compulsory isolation imposed by the authorities shall be sanctioned as follows:
    • Punishable by a fine ranging from AKZ 100.000,00 to AKZ 250.000,00 plus the obligation for the offender to carry out a test at his own expenses;
    • Obligation to the offenders to contribute to the costs incurred by the health authorities;
    • Obligation to the offenders to share between 50% and 100% of the costs with the payment of the costs incurred by the health authorities;
    • Collective or private persons accomplices in the commission of the offenses shall also be penalized;

ADDITIONAL NOTE: IN PROVINCES WITHOUT SANITARY FENCE THE PRESIDENTIAL DECREE 142/20 DECLARING THE PUBLIC CALAMITY SITUATION THROUGHOUT THE COUNTRY REMAIN IN FORCE.
