President João Lourenço also states that the risks of public calamity remain, and emphasizes in his message that the world is faced with a great challenge that requires of all a quick reaction and a great capacity for adaptation through adoption of exceptional measures.
In relation with the previous Presidential Decree (82/20 from 26th March 2020), these are the main changes presented:
· Removal of the provincial health fence, with the possibility of inter-provincial movements for the exercise of economic activities, except for the province of Luanda, where the principle of the health fence is maintained, not being allowed entry into and exit from the territory of the province of Luanda, except entry and exit of essential goods, humanitarian aid and sick persons;
· Institutional quarantine will be compulsory for citizens exposed to the infection and/or citizens coming from outside of Angola;
· Extension of the exception situations that give rise to the permission of citizens to circulate on public road, in particular those linked to institutions authorized to operate during the State of Emergency can move to the place of work and return home;
· Extension of the working period in all public institutions and services from 8:00 to 15:00 and the available on-site workforce is also extended to 50%;
· Increase in the capacity of public transport, such as buses and taxis, to 50% of their capacity. These urban public transport services start to operate from 05:00 to 18.00.
· Individual and leisure sports and activities are now allowed in open spaces, from 5:00 to 6:30 and from 17:30 to 19:00 in an area with a distance of 2 Km of the citizen residence;
· Commercial activity of goods and services in general, are open from 08:00 to 15:00, with a workforce not exceeding 50%;
· Commercial establishments who commercialize food are open from 08:00 to 16:00;
