Whereas Presidential Decree 142/20, of 25th May, declared, throughout the national territory, the Situation of Public Calamity due to the Pandemic of COVID-19;
Since that Presidential Decree provides for the possibility of re-evaluation of the measures contained therein, taking into account the evolution of the epidemiological situation;
Requiring the gradual process of return to normality as appropriate to health requirements;
The President of the Republic updated the Exceptional and Temporary Measures to Be in Force during the Public Calamity Situation:
Individual protective measures: Mandatory use of facemask in school/teaching establishments;
Citizen’s duties:
• To avoid circulation in public areas or spaces and to stay at home except for unavoidable and undeniable movements.
• Citizens that by their own initiative decide to perform a test in a public sanitary unit will have to contribute for the test payment;
• Obligation to report to the local sanitary authorities suspected cases and/or to provide information and expose/report infringements;
• Obligation to collaborate with the local sanitary authorities and to allow the free circulation of sanitary agents;
Borders sanitary control:
• Angolan borders remain closed, however with the same entrance/exit permissions as per the previous decree;
• Three requirements to enter Angolan territory: 1) to perform a RT-PCR test 72 hours before the flight with a negative result; 2) to fill in the online travel registration form; 3) to sign a commitment term when entering the country;
• Sanitary fence around Luanda province will maintain until the 23H59 of November 07;
• SARS-CoV-2 test mandatory to leave or to enter in areas under a sanitary fence;
Flights:
• Obligation to present a RT-PCR test with a negative result, done 72 Hours before the flight, for all international flights from and to Angola;
• Obligation to present a serological test with a negative result, done 72 Hours before the flight, for all domestic flights;
Public Services:
Work from 08:00 to 15:00 with 75% of the workforce;
Administrative services from the private sector:
Work from 06:00 to 16:00 with 75% workforce;
Teaching establishments:
• Authorization for pre-school classes to begin from 26th of October, providing the option to the parents to put or not the children at school;
• Mandatory random testing of school managers, teachers, and workers;
• Mandatory 1,5 meters distance between students and prohibition to use common areas with a strong possibility of creating clusters.
Foreign teaching establishments and international schools:
• Authorization for pre-school classes to begin from 26th of October, providing the option to the parents to put or not the children at school;
• Foreign teaching establishments and international schools work with their own scholar calendar, with autonomy in determining how to start classes and distribute classes and whether to do or not on-site teaching;
• Prohibition to use cafeterias until 31st December with an exception to pre-school teaching;
Sports Competitions and Training:
• Authorized from 17th October with the following rules:
• Close doors;
• Competitions to start under criteria of risk contagion for each modality to be defined by the respective ministry;
• SARS-CoV-2 test to be performed to all the athletes, staff members, and participants, 72 hours before the competition under the responsibility of each sports team;
Individual and recreational sports practice:
Allowed in open spaces from 05:30 to 21:00, with no more of 5 people together;
Gyms:
Indoor gyms remain prohibited to open, but open space gyms are now allowed to open;
Goods and services trade/commerce:
Work from 07:00 to 21:00 with 75% workforce and with the client’s presence with a limit of no more than 50% of capacity of the establishment;
Meetings and indoor activities:
Allowed without exceeding 50% of the room capacity neither the maximum number of 150 people, and complying with all the biosafety general measures;
Recreational, Cultural and Leisure Activities on Public Road or in Public Space:
• Prohibition to use naval clubs and marinas for recreational purposes;
• Prohibition to use beaches and public access pools;
• Cinemas allowed until 21:00 without exceeding 50% of the room capacity;
• Authorization to perform cultural and artistic activities such as fashion, music, theater, dance and similar between 08:00 and 22:00 only on closed places with seats and proper distance without exceeding 50% of the room capacity neither the maximum number of 150 people;
Religious activities:
• Authorized up to 4 days a week with mandatory use of face mask, social distancing during celebrations, without exceeding 50% of the room capacity neither the maximum number of 150 people in closed spaces;
• Maximum duration of 2 hours;
• Recommendation to perform the activates in open spaces without exciding the limit of 150 people;
